September 1, 2012 is an important date in the history of the formation of the Vladimir region. It was on this day that by order of the Governor of the Vladimir Region N.V. Vinogradov. In 1918-1999, the foundation was laid for the existence of a new educational institution of secondary vocational education at the regional level - the Yuryev-Polsky Industrial and Humanitarian College, which was based on the history of two state institutions providing services in the field of education: a pedagogical college and a vocational school. One of them is on the way to the centenary, the other is much younger, but each of them rightfully occupies a worthy rating place in the list of educational institutions of the region.
On October 24, 1929, by the decision of the Presidium of the Regional Executive Committee of the Ivanovo Industrial Region, the Yuryev-Polsky Pedagogical School was opened by transferring the technical school from the city of Aleksandrov, which is currently the oldest institution in the region that trains professional teaching staff.

For more than a dozen years, those wishing to study at a pedagogical college (as it was called earlier) underwent a rigorous selection in the process of passing entrance exams. Knowledge of the Russian language and mathematics, as now, was decisive for admission to the list of students. Exams were held in several “streams” and only the most worthy ones started training. The first groups of future teachers were large, sometimes there were 40 people in the class.

During the period from 1929 to 2012, the student body increased from 115 people by more than 5 times. The number of teachers also increased significantly (in 1929 there were only 10).
For more than 80 years of existence, the educational institution has trained tens of thousands of highly professional specialists for public education. There is no place in the vast territory of Russia where our graduates would not find themselves, but most of them work in the Vladimir region. Many of them have received government awards and honorary titles. The college is proud of its graduates: Heroes of the Soviet Union P.A. Rachkov, G.I. Pulov, A.V. Zinoviev, Hero of Socialist Labor, M.V. Spiridonov, Doctor of Historical Sciences, I.A. and many other famous people. In 1979, by decree of the Presidium of the Supreme Soviet of the RSFSR, the school was awarded a certificate of honor. In 1993, the school received the status of a college. The educational institution has become a multifunctional, multidisciplinary center for training young competitive specialists of an advanced level. Rich material about glorious traditions, interesting people and pages of history is carefully stored in the college museum. The College History Museum contains interesting materials about these wonderful people.
Currently, the college provides training in the following specialties: "Fine Arts and Drawing", "Teaching in Primary School", "Physical Education", "Preschool Education". Since 2013, new specialties in the field of humanitarian education will be introduced.
Much has changed over the years in the country, in education, in our worldview. The high professionalism of the teaching staff, their inextinguishable creative potential, the desire to live and work for the benefit of the development of their native college remain unchanged over time.
Obtaining professions in the industrial direction from the current academic year will be carried out by the department of primary vocational education - the former vocational school.
Like any person who has his own biography, the annals of the school also have their own glorious history.
SPTU No. 38 was founded in September 1985 as a branch of vocational school No. 32 in Bavleny. On January 1, 1986, the branch became an independent school in accordance with the order of the RSFSR State Committee for Vocational Education dated October 25, 1985 No.
Great assistance in the formation of the school, the creation of its material base was provided by vocational school No. 32 of the village of Bavleny, the financial college of the city of Yuryev-Polsky, the department of agriculture of the district. In the first years of its existence, the school trained tractor drivers of a wide profile, masons, assemblers to work with steel and reinforced concrete structures.
In 1998, PU No. 38 was merged with PU No. 46 (the former factory apprenticeship school, founded in the fall of 1926 at the Avangard factory to prepare qualified personnel - weavers and finishers - for work in Soviet production. The history of the FZU is inextricably linked with the history factory, its growth and development.In the thirties, up to 380 people studied here annually.The technical literacy of young students was combined with their general education.Many graduates later became foremen and heads of sections in production.From November 1973, on the basis of the FZU, training of specialists in demanded professions begins : a winder, a cane-maker, a master's assistant, etc. From citizens with disabilities, seamstresses were trained.In total, over the half-century period of the existence of the school, about 8 thousand young men and women received a ticket to working life.
Over the years, the school provided highly qualified training in the following professions: "tractor driver of agricultural production", "mechanic for the repair of agricultural machinery and equipment", "electrician for the repair and maintenance of electrical equipment", "driver of a car of categories" BC "," master general construction works”, “mason”, “hand welding electric welder”, “cook”, “confectioner” and others.
The professional competence, initiative and great diligence of the team of teachers and masters, many of whom have been working at the school since its foundation, are the leading components of the success of educational work with modern youth and adolescents.

On the occasion of the 85th anniversary of the Yuryev-Polish Industrial and Humanitarian College 2014 is an anniversary year for Yuryev - Polish Industrial - Humanitarian College. We are 85 years old. Our school is approaching this event with a new staff. September 1, 2012 is an important date for the college. The pedagogical college provided an opportunity to receive education not only in the full-time department, but also in the correspondence department and in the form of an external student. In the first years of its existence, our educational institution worked according to the project method, which was later abandoned. The lesson has become the main form of organization of the educational process only since 1931. A huge role in the history of the pedagogical college of the thirties was played by the Komsomol and trade union organizations, which carried the burden of ideological education of future teachers through the organization of lecture halls. Thus, in the 1948-1949 academic year, the forces of the trade union organization read 40 reports, watched and discussed 4 films, and held 2 reader conferences. Currently, the Yuryev-Polsky Industrial and Humanitarian College provides an opportunity to receive secondary vocational, primary vocational and additional education in full-time, part-time forms of study, as well as external studies and an individual plan on a budgetary basis. The college provides training in the following specialties: "Fine arts and drawing", "Teaching in elementary grades", "Physical education", "Preschool education". Since 2013, a new specialty "Law and organization of social security" has been introduced. Much has changed over the years in the country, in education, in our worldview. II. Organization of the admission of citizens to the college

21. The organization of admission based on the results of the unified state exam, including the organization of entrance examinations, additional entrance examinations for training in the development of basic professional educational programs of secondary vocational education, the organization of admission of citizens for training in the development of basic professional programs of primary vocational education is carried out by the selection committee college (hereinafter - the selection committee).

The chairman of the selection committee is appointed by the director of the college.

22. For the organization and conduct of entrance examinations and additional entrance examinations, the chairman of the selection committee creates subject examination and appeal commissions.

23. The procedure for the formation, composition, powers and activities of the admissions, subject examination and appeal commissions is regulated by the provisions approved by the director of the college.

24. The work of the selection committee and office work, as well as the personal reception of applicants and their parents (legal representatives) is organized by the responsible secretary, who is appointed by the director of the college.

25 . When enrolling in a college, the director of the college ensures that the rights of citizens in the field of education established by the legislation of the Russian Federation are observed, the work of the selection committee is open and transparent, and the assessment of the abilities and inclinations of applicants is objective.

26. The selection committee monitors the accuracy of information about participation in the unified state exam, the results of the unified state exam, and also has the right to verify other documents submitted by applicants.

Control over the reliability of information about the participation of applicants in the unified state exam is carried out by sending to the federal database about the participants in the unified state exam and the results of the unified state exam a corresponding request for participation in the unified state exam, confirming the correctness of information about the results of the unified state exam.

In order to confirm the reliability of other documents submitted by applicants, the selection committee has the right to apply to the relevant state (municipal) bodies and organizations.

III. Organization of informing applicants

27. The college announces the admission of citizens for training in basic professional educational programs of primary, secondary vocational education only if there is a license for the right to conduct educational activities in these educational programs.

28. In order to familiarize the applicant and his parents (legal representatives) with the charter of the college, a license for the right to conduct educational activities, with a certificate of state accreditation of an educational institution for each of the specialties, giving the right to issue a state document on primary, secondary vocational education, the main professional educational programs of primary, secondary vocational education implemented by the college, and other documents regulating the organization of the educational process and the work of the selection committee, the college places these documents on the information stand, its official website: www. y*****.

29. Prior to the admission of documents, the college announces the following:

College Annual Admissions Rules;

The list of specialties, professions for which the college announces admission in accordance with the license for the right to conduct educational activities (with the allocation of forms of education (full-time, part-time, external studies), indicating the main professional educational programs of primary, secondary vocational education of basic and (or) advanced training) and education required for admission (basic general, secondary (complete) general education);

The list of entrance examinations in general education subjects for each specialty upon admission on the basis of secondary (complete) general education and on the basis of basic general education (excluding additional entrance examinations of a creative and (or) professional orientation) in accordance with the list of entrance examinations to educational institutions of secondary vocational education with state accreditation, in the specialties of secondary vocational education, approved by the Ministry of Education and Science of the Russian Federation (hereinafter - the List of entrance examinations);

Forms of conducting entrance examinations for each specialty, their programs and the system of assessment of knowledge upon admission on the basis of basic general education;

The list and programs of entrance examinations for citizens entering on the basis of initial vocational education for the relevant specialty, the rules for their conduct, as well as the system for assessing their knowledge (if they have the right to conduct such entrance examinations for the relevant specialty);

The list and forms of conducting additional entrance tests of creative and (or) professional orientation to specialties that require applicants to have certain creative abilities, physical and (or) psychological qualities, their programs, rules for their conduct, as well as a system for assessing the knowledge of applicants;

Features of conducting entrance examinations for citizens with disabilities;

The list and forms of conducting entrance examinations for persons with secondary vocational education or higher professional education;

Information on the timing of the unified state exam, established by the Federal Service for Supervision in Education and Science, for passing the unified state exam by persons who do not have the results of the unified state exam;

The possibility of accepting applications and necessary documents provided for by these Rules for admission in electronic digital form;

Forms for conducting entrance examinations for persons who received secondary (complete) general education before January 1, 2009 for admission to part-time (evening) and part-time forms of education;

Forms of conducting entrance examinations for persons with secondary (complete) general education received in educational institutions of foreign states.

The total number of places for admission in each specialty, profession;

The number of budget places for admission in each specialty, profession;

The number of budget places allocated for targeted admission in each specialty;

The number of places in each specialty, profession under contracts with payment of tuition fees (if any);

The procedure for organizing admission in specialties, for the college as a whole (the college has the right to conduct admission without registration in the specialty application, while the applicant must be familiarized (on receipt) with the conditions on the basis of which the specialty in which he will be trained will subsequently be determined) provided coincidence of entrance examinations jointly or separately for state-funded places and for places under contracts with payment of tuition fees;

Rules for filing and considering appeals based on the results of entrance examinations, additional entrance examinations conducted by the college independently;

Information about the availability of a hostel and the number of places in the hostel for nonresident applicants;

The results of the unified state exam, entrance examinations conducted by the College independently, confirming the successful completion of entrance examinations in general education subjects included in the list of entrance examinations for each main professional educational program of secondary vocational education (both for persons entering budget places, and for persons entering the places under contracts with payment of tuition fees).

The Admissions Committee provides applicants who personally applied for admission and do not have the results of the unified state exam, information about the place of registration for the unified state exam in additional terms in the Vladimir region at the location of the college.

30. The information referred to in paragraphs 28 and 29 of these Rules is placed on the information stand of the selection committee, the official website of the college.

During the period of acceptance of documents, the college's admissions committee daily informs about the number of applications submitted, the competition and entrance examinations for each specialty or profession, and organizes the operation of special telephone lines to answer all questions of applicants.

Information on the number of applications submitted, including a list of applicants by name, the competition and the results of entrance examinations, additional entrance examinations is provided for each specialty or profession, highlighting the forms of education, indicating the main professional educational programs of secondary vocational education, basic and ( or) in-depth training) and posted on the information stand of the admission committee and on the official website of the college.

IV. Acceptance of documents from applicants

31. Admission to the college for basic professional educational programs of primary vocational education is carried out on the basis of a personal application of citizens.

Acceptance of applications to the college for the full-time form of obtaining primary vocational education is carried out from June 01 to August 30, and if there are free places, the acceptance of documents is extended until December 25 of the current year.

32. Acceptance of documents for training in the main professional educational programs of secondary vocational education begins on June 01 and ends on August 15 of the current year (with the exception of the acceptance of documents from persons entering on the basis of basic general education and on the correspondence form of education).

Reception of documents on the basis of basic general education and on the correspondence form of education begins on June 01 and ends on August 15 of the current year. Subject to availability, the acceptance of documents is extended until September 10 of the current year.

Applicants who do not have the results of the unified state exam must register before July 5 to pass the unified state exam in accordance with the procedure for conducting the unified state exam, approved by order of the Ministry of Education and Science of the Russian Federation dated 01.01.01 No. 57 (registered by the Ministry of Justice of the Russian Federation 26 March 2009, registration number 000).

33. Admission to the college for training in the basic professional educational programs of primary, secondary vocational education is carried out on the personal application of applicants.

An applicant has the right to apply simultaneously to several educational institutions, for several specialties, for various forms of education, according to which the main professional educational programs of primary, secondary vocational education in college are implemented, as well as simultaneously for state-funded places and places under contracts with payment of tuition fees .

34. When applying for admission to the college for the main professional educational program of primary vocational education, the applicant submits the following documents:

Documents proving the identity of a citizen of the Russian Federation;

Identity documents of a foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law of January 1, 2001 “On the Legal Status of Foreign Citizens in the Russian Federation” (Collected Legislation of the Russian Federation, 2002, No. 30, Article 3032);

The original state document on education (or a duly certified photocopy) or the original legalized document of a foreign state on education recognized in the Russian Federation as equivalent to a state document on the corresponding level of education (or its duly certified photocopy);

6 photos (3x4);

A duly certified translation into Russian of a document of a foreign state on education;

A copy of the entry visa to the Russian Federation, if a foreign citizen arrived in the Russian Federation on an entry visa.

Admission to training is carried out taking into account the list of medical contraindications to work and industrial training. The medical selection of persons entering the main professional educational program of primary vocational education is carried out on the basis of certificates from medical institutions of the established form with a doctor's opinion on professional suitability.

35. When applying for admission to the college for the main professional educational program of secondary vocational education, the applicant submits:

Upon admission on the basis of basic general education - documents proving his identity (original or photocopy), at his discretion, the original or photocopy of a state-recognized document on education (certificate), 6 photos (3x4);

Upon admission on the basis of secondary (complete) general education or primary vocational education - documents proving his identity (original or photocopy), at his discretion, the original or photocopy of a state-recognized document on education (certificate or diploma), original certificate of the results of the unified state exam or its photocopy (for applicants based on the results of the unified state exam), 6 photos (3x4);

Upon admission on the basis of primary vocational education, secondary vocational education, higher vocational education for training under an abbreviated program - documents proving his identity (original or photocopy), at his discretion, the original state document on education or its photocopy, 6 photos (3x4) .

Persons who have completed military service by conscription and discharged from military service, who have the right to use the results of the unified state exam, passed by them during the year before conscription for military service, within a year after their dismissal from military service, present a military ID when they enter college.

36. Persons who have special rights when entering a college, established by the legislation of the Russian Federation, submit, at their discretion, the original or a photocopy of the relevant documents when submitting an application.

When submitting an application, persons with disabilities submit, at their discretion, the original or a photocopy of one of the following documents:

the conclusion of the psychological-medical-pedagogical commission;

certificate of disability, issued by the federal institution of medical and social expertise.

Children with disabilities, disabled people of groups I and II, who, in accordance with paragraph 3 of Article 16 of the Law of the Russian Federation "On Education", have the right to be admitted to college out of competition, subject to successful completion of entrance examinations, submit at their discretion the original or a photocopy of a certificate of disability and conclusions on the absence of contraindications for studying at a pedagogical college, issued by the federal institution of medical and social expertise.

37. Upon admission to study the main professional educational program of secondary vocational education, applications are accepted from persons who have a state document on secondary (complete) general education, basic general education, primary vocational education, secondary vocational education or higher professional education.

38. The following information is indicated in the application for applicants:

1) last name, first name, patronymic;

2) date and place of birth;

3) details of the document proving his identity, when and by whom it was issued;

4) place of residence;

5) information about the previous level of education and a certificate of education confirming it;

6) specialty(s) or profession(s), for which(-s) he plans to enter college, indicating the form of education and conditions of study (budget places, places under contracts with payment of tuition fees);

7) information about passing the unified state exam and its results or about the place of passing the unified state exam in the additional terms of the unified state exam (if there are several results of the unified state exam that have not expired, the applicant indicates in the application which results of the unified state exam exam and in what general education subjects he uses);

information on passing the state (final) certification and its results;

8) the presence / absence of a diploma of the winner or prize-winner of the corresponding Olympiad for schoolchildren (if any - indicating the name of the Olympiad, details of the diploma of the winner or prize-winner of this Olympiad);

9) the presence / absence of special rights when entering a college established by the legislation of the Russian Federation (if any, indicating such a right and information about the document confirming the existence of such a right);

10) the need to provide a hostel.

The application also records the fact of familiarization (including through public information systems) with the charter, license for the right to conduct educational activities, and the certificate of state accreditation of the college and its annexes in the chosen specialty or the absence of this certificate and is certified by the personal signature of the applicant.

The following is also recorded by the signature of the applicant:

Obtaining secondary or primary vocational education of this level for the first time;

Familiarization (including through public information systems) with the date of submission of the original state document on education;

Familiarization (including through public information systems) with the rules for filing an appeal upon admission to the first year based on the results of entrance examinations conducted by the college independently, additional entrance examinations;

Consent to the processing of their personal data in the manner prescribed by the Federal Law of 01.01.01 "On Personal Data".

The applicant has the right, when submitting an application, to use a sample posted on the official website of the college, or a sample posted in the federal state information system "Unified portal of state and municipal services (functions)".

In the event that an applicant provides an application that does not contain all the information provided for in subparagraphs 1-10 of this paragraph, and (or) information that does not correspond to reality, the college returns the documents to the applicant.

39. Charging fees from applicants when submitting documents, as well as requiring applicants to provide original state-recognized documents on education, a certificate of the results of a unified state exam, or the provision of other documents not provided for by these Rules, is prohibited.

40. Persons entering the target places, along with the documents specified in paragraphs 34, 35 of these Rules for Admission, submit the original document of the state standard on education.

41. An application for admission, as well as the necessary documents, can be sent by applicants through public postal operators, as well as in electronic digital form, in accordance with the Federal Law of 01.01.01 "On Electronic Digital Signature", the Federal Law of 01.01.01 "On Information, Information Technologies and Information Protection", Federal Law of July 7, 2003 "On Communications". The date of sending the documents must be no later than August 5 of the current year.

Acceptance of documents sent through public postal operators:

for full-time primary vocational education ends on August 30 of the current year.

41.1. When sending documents through public postal operators, the applicant attaches to the application for admission photocopies of documents proving his identity and citizenship, a photocopy of a state-recognized document on education, as well as other documents provided for by these Admission Rules.

41.2. Documents are sent to those arriving through public postal operators by mail with a notification and a description of the attachment. The notification and inventory of the attachment are the basis for confirming the acceptance of the applicant's documents.

42. A personal file is opened for each applicant, in which all submitted documents and materials for passing additional entrance examinations, entrance examinations (including an extract from the protocol of the decision of the college's appeal commission) are stored.

The personal files of applicants are kept at the college for six months from the moment the documents were accepted.

43. Upon personal submission of documents, an applicant is issued a receipt confirming the acceptance of documents.

44. Applicants who have submitted deliberately false documents to the selection committee are liable under the legislation of the Russian Federation.

V. Entrance tests

45. When admitting citizens entering on the basis of secondary (complete) general education for training in the main professional educational programs of secondary vocational education, two entrance tests are mandatory for all categories of applicants, one of which is the Russian language as the state language of the Russian Federation, the second - in accordance with the List of entrance examinations.

On admission:

for a specialty the results of the unified state exam in the Russian language and mathematics are counted;

for a specialty 050141 Physical culture the results of the unified state exam in the Russian language and biology are counted, an additional entrance test in general physical training is conducted;

for a specialty the results of the unified state exam in the Russian language and literature are counted, an additional entrance test is conducted in drawing;

47. Persons who graduated from an educational institution of secondary (complete) general education with a gold or silver medal are admitted to the college:

If applicants did not participate in the Unified State Examination in the Russian language in May-June of the current year, then they take the Unified State Examination at the admission stage;

According to the results of additional entrance examinations in the form of an exam in drawing (specialty "Fine Arts and Drawing"), general physical education (specialty "Physical Education").

48. The results of all entrance examinations, including additional entrance examinations, are evaluated on a 100-point scale.

49. Entrance tests are conducted in writing - in the Russian language (dictation); oral form - in mathematics, literature, biology. Additional entrance examinations: drawing - in the specialty "Fine arts and drawing", physical culture - general physical training - in the specialty "Physical culture".

50. Additional entrance examinations are held from July 15, August 15 of the current year.

51. At the entrance examinations, additional entrance examinations, a calm and friendly atmosphere is provided, applicants are given the opportunity to fully demonstrate the level of their knowledge and skills.

52. It is forbidden to count as entrance examinations, additional entrance examinations final examinations at preparatory courses at the college.

With the participation of an applicant in the competition on the basis of the results of the unified state exam, he is not allowed to pass the entrance examinations conducted by the college independently.

The results of entrance examinations for admission to full-time education are recognized by the college as the results of entrance examinations for other forms of education and (or) conditions of study.

53. The schedule of entrance examinations, additional entrance examinations (subject, date, time, examination group and place of the examination, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and brought to the attention of applicants no later than June 20.

54. For applicants to state-funded places (by general competition, by targeted admission, who have the right to out-of-competition admission), as well as to places under contracts with payment of tuition fees for a certain specialty, the same entrance tests are conducted.

55. Persons who have taken the documents after the completion of the acceptance of documents, including those who have received at the entrance examinations or additional entrance examinations a result below the established minimum number of points, confirming the successful completion of the entrance examinations or additional entrance examinations, are eliminated from the competition.

56. Persons who did not appear for entrance examinations, additional entrance examinations for a good reason (illness or other documented circumstances) are allowed to them in parallel groups, at the next stage of passing entrance examinations, additional entrance examinations or individually until they are fully completed.

VI. The procedure for conducting entrance examinations for persons

for a specialty 030912 Law and organization of social security entrance examinations are held in the form of an exam in the Russian language and the history of Russia, the results of the state (final) certification in the Russian language are counted;

for a specialty 230701 Applied informatics (branch: economics) entrance examinations are conducted in the form of testing in computer science and information and communication technologies, in the form of an exam in the Russian language, mathematics; the results of the state (final) certification in the Russian language, mathematics are counted.

58. All entrance tests for admission on the basis of basic general education (except for additional entrance tests) are conducted in accordance with the educational programs of basic general education. It is unacceptable to include in the program of entrance examinations questions that are not reflected in the federal state educational standard of basic general education.

59. Persons who graduated from an educational institution of basic general education with a certificate with honors are accepted:

In college according to the results of the GIA in the Russian language, if applicants participated in the GIA in May-June of the current year and scored 70 or more points in this subject;

If applicants did not participate in the State Examination in Russian in May-June of the current year, then they pass an entrance test in Russian at the stage of admission;

60. For persons entering on the basis of basic general education, the college counts as the results of entrance examinations the results of entrance examinations of this calendar year to another educational institution.

61. The college establishes the number and list of entrance examinations for the admission of persons with primary vocational education of the relevant profile, secondary vocational education or higher vocational education, including for training in an abbreviated program:

62. Persons who graduated from an educational institution of primary vocational education with a diploma with honors are admitted to the college:

According to the results of the Unified State Examination in the Russian language, if applicants participated in the Unified State Examination in May-June of the current year and scored 70 or more points in this subject;

If applicants did not participate in the Unified State Examination in the Russian language in May-June of the current year, then they pass an entrance test in the Russian language at the admission stage;

According to the results of additional entrance examinations in drawing (specialty "Fine arts and drawing"), general physical education (specialty "Physical culture").

63. Entrance tests are conducted in two streams as examination groups are formed from among the persons who have submitted documents for admission to the college: 1 stream - from July 15 of the current year, 2 stream - from August 15 of the current year.

When organizing the delivery of the entrance examination in several streams, it is not allowed to re-participate in the admission examinations.

64. Persons who did not appear at the entrance examinations without a good reason, as well as those who took the documents during the entrance examinations, drop out of the competition and are not enrolled in the college.

It is not allowed to retake the entrance test when receiving an unsatisfactory grade and retake the entrance test in order to improve the grade.

VII. Features of the entrance examinations

for citizens with disabilities

65. Citizens with disabilities, if they do not have the results of a unified state exam, pass entrance examinations determined by the college in accordance with the List of entrance examinations, and additional entrance examinations in the form established by the college independently, taking into account the characteristics of psychophysical development, individual capabilities and condition the health of such applicants.

66. The entrance test in the Russian language is carried out in the form of a dictation.

67. When conducting entrance examinations, compliance with the following requirements is ensured:

entrance examinations are held in a separate audience, the number of applicants in one audience should not exceed: when passing the entrance examination in writing - 12 people; when passing the entrance test orally - 6 people. It is allowed to be present in the audience during the admission test of a larger number of applicants with disabilities, as well as conducting entrance tests for persons with disabilities in the same audience together with applicants who do not have disabilities, if this does not create difficulties for applicants during the delivery entrance test;

the duration of entrance examinations at the request of the applicant can be increased in relation to the time of the unified state exam in the relevant general education subject, but not more than 1.5 hours;

the presence of an assistant who provides applicants with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete the assignment, communicate with the examiner);

Applicants are provided with a printed statement containing the features of the entrance examinations;

applicants, taking into account their individual characteristics, can use the technical means they need in the process of passing the entrance test;

material and technical conditions should ensure the possibility of unhindered access to auditoriums, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, in the absence of elevators, the audience is located on the ground floor, the presence of special chairs and other devices ).

Additionally, when conducting entrance examinations, compliance with the following requirements is ensured, depending on the category of applicants with disabilities:

a) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

applicants to perform tasks, if necessary, are provided with a magnifying device;

assignments to be completed, as well as the provision containing the features of the entrance examinations, are drawn up in large font 16-20;

b) for the deaf and hard of hearing:

availability of sound-amplifying equipment for collective use is provided;

entrance examinations, at the request of the applicant, can be carried out in writing;

c) for persons with disorders of the musculoskeletal system:

written tasks are performed on a computer with specialized software or dictated to an assistant;

At the request of the applicant, all entrance examinations can be conducted orally.

VIII. General Rules for Filing and Considering Appeals

68. Based on the results of the entrance test, additional entrance test, the applicant has the right to file a written appeal with the Appeal Commission about the violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its (their) results (hereinafter referred to as the appeal).

In the case of conducting an entrance examination in writing, the applicant can familiarize himself with his work on the day the results are announced.

69. Consideration of the appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.

70. An appeal is filed by applicants in person the next day after the announcement of the grade for the exam. At the same time, the applicant has the right to familiarize himself with his examination paper. The Admissions Committee ensures the acceptance of appeals throughout the working day.

Consideration of appeals is carried out within a day after the day of familiarization with the examination paper.

71. When considering entrance examinations, additional entrance examinations, it is recommended to include representatives of executive authorities in charge of education as independent experts in the appeal commission.

72. The applicant has the right to be present during the consideration of the appeal.

The applicant must have an identity document and an examination sheet with him.

73. With a minor applicant (under 18 years of age), one of his parents or legal representatives has the right to be present, except for minors recognized in accordance with the legislation of the Russian Federation as fully capable before reaching the age of majority.

74. After consideration of the appeal, a decision is made by the appeal commission on the assessment of the exam (both in the case of its increase and decrease).

75. If there are disagreements in the appeal commission, a vote is taken, and the decision is approved by a majority of votes.

The decision of the Appeal Commission drawn up by the protocol is brought to the attention of the applicant (against signature).

IX. The procedure for organizing targeted reception

76. Target admission is carried out on the basis of a separate competition among citizens sent by state authorities and local governments to target places specially allocated by the college within the budget places.

The number of places for targeted admission for each specialty is determined no later than one month before the start of accepting documents and should not exceed 30% of the total number of budget places for each specialty, applicants and the public are notified about this.

If it is necessary for the college to establish a higher proportion of applicants for targeted admission, it is agreed with the founder - the Department of Education of the Administration of the Vladimir Region.

77. The number of target places cannot be increased during the acceptance of documents, entrance examinations and enrollment.

78. In the event that the parties negotiating with the college do not provide a competition directed to target places, the selection committee reduces the number of allocated target places, informs the relevant state or municipal authorities about this and those entering the target places.

79. Persons who have not passed the competition for target places may, on the basis of the available results of entrance examinations and the unified state exam, be admitted to any form of education (full-time, part-time, external) in college.

80. Target places that remain vacant after passing the entrance examinations and enrollment are provided to persons participating in the general competition.

All procedures for targeted admission are documented in the protocols of the college's admissions committee.

X. College Enrollment

81. Enrollment is carried out after the completion of entrance examinations, including additional entrance examinations, and ends no later than 5 days before the start of training sessions.

The order for the enrollment of persons entitled to admission without entrance examinations is issued five days after the completion of the acceptance of documents and is posted on the information stand of the admission committee and the official website of the college. At the same time, persons who have the right to enter without entrance examinations, within these five days after the completion of the acceptance of documents, are required to provide the original document of the state standard on education.

82. The interval between the end date of entrance examinations and the date of submission of the original document of the state standard on education for applicants to budget places is at least seven calendar days.

83. Upon a written application by applicants, the original document of the state standard on education, other documents submitted by applicants are returned by the college within the next business day after the application is submitted. For the delay, as well as for the untimely issuance of the original state document on education, the director of the college, as well as the responsible secretary of the selection committee, are responsible for failure to perform or improper performance of duties in the manner prescribed by the legislation of the Russian Federation.

84. The end date of the entrance examinations is considered to be the moment the admissions committee announces on the stand, the official website of the college a surname list of persons indicating the number of points scored, the enrollment of which is considered by the admissions committee for various admission conditions (hereinafter referred to as the surname list).

85. Within a day after the announcement of the surname list, the college posts on the official website the deadlines for submitting the original state document on education.

86. Within seven days, after the completion of the entrance examinations, the applicant submits:

when enrolling in state-funded places, - the original state document on education and a certificate of the results of the unified state exam, 6 photos 3x4;

when enrolling in places under contracts with payment of tuition fees:

for studying as a student - the original state document on education, 6 photos 3x4;

for studying as a student - a certified photocopy of the state document on education, 6 photos 3x4, a certificate from the educational institution where he is a student.

At the same time, the applicant, who sent the documents through public postal operators, upon presentation of the original state document on education, presents the original document proving his identity, a photocopy of which was sent through public postal operators.

87. Upon admission to the simultaneous parallel development of two main vocational educational programs of secondary vocational education (in one or different educational institutions), the original state document on education upon enrollment is presented to those entering, at his choice, to the main vocational educational program of secondary vocational education in which he will study as a student. When enrolling in another main professional educational program of secondary vocational education as a student, the applicant submits a certified photocopy of a state-recognized document on education and a certificate from the educational institution where he is a student.

88. Students are enrolled in places under contracts with payment of tuition fees.

89. An order for admission indicating the number of points scored in the entrance examinations, both for state-funded places and for places under contracts with the payment of tuition fees and the basis for admission (without entrance examinations, out of competition or targeted admission), are published on the information stand of the reception commission and the official website of the college on the day of their publication and are available to users until December 31 of the current year inclusive.

Enrollment for budgetary places is carried out in the following sequence:

persons eligible for admission without entrance examinations in the sequence:

Members of the national teams of the Russian Federation that participated in international Olympiads in general education subjects and formed in the manner determined by the Ministry of Education and Science of the Russian Federation;

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren;

Champions and prize-winners of the Olympic Games, Paralympic Games and Deaflympic Games upon admission for training in specialties in the field of physical culture and sports;

Winners of Olympiads for schoolchildren held in accordance with the Procedure for holding Olympiads for schoolchildren (in the event that, by decision of the college, depending on the level of the specified Olympiad, the winners and prize-winners of the corresponding Olympiad for schoolchildren are given the right to be enrolled in college without entrance examinations for specialties corresponding to the profile of the Olympiad);

Winners of Olympiads for schoolchildren held in accordance with the Procedure for holding Olympiads for schoolchildren (in the event that, according to the decision of the college, depending on the level of the specified Olympiad, the winners and prize-winners of the corresponding Olympiad for schoolchildren are given the right to be enrolled in college without entrance examinations for specialties corresponding to the profile of the Olympiad);

persons entitled to admission out of competition, subject to successful completion of entrance examinations, including additional entrance examinations, ranked in descending order of the number of points scored (with their indication);

persons who have successfully passed entrance examinations, including additional entrance examinations for places allocated for targeted admission, ranked in descending order of the number of points scored (with their indication);

persons who have successfully passed entrance examinations, including additional entrance examinations, who have priority rights for enrollment;

persons who have successfully passed the entrance examinations, including additional entrance examinations, ranked in descending order of the number of points scored (with their indication).

Persons with a higher number of points scored in entrance examinations, including additional entrance examinations, are enrolled in the specialty, and with an equal number of points scored - persons who have a priority right to enroll; with an equal number of points scored in the entrance examinations, in the absence or presence of equal preferential rights for enrollment - persons with a higher score in the additional entrance examination of a professional and (or) creative orientation.

90. After the deadline for submitting the original state document on education, the director of the college issues an order for the enrollment of persons recommended by the selection committee for various conditions of the competition for enrollment and who submitted the original state document on education.

91. If there are places left vacant after enrollment based on the results of the competition, the founder - the Department of Education of the Administration of the Vladimir Region, in exceptional cases may grant the college the right to announce additional admission to specialties that are important for the development of the economy of the Russian Federation or the region from among persons with results of the unified state exam. At the same time, enrollment for additional places must end no later than September 15.

92. Admission to the college for the basic professional educational program of initial vocational education, subject to availability, can be carried out until December 31 of the current year.

XI . Features of the reception of foreign citizens.

93. Admission of foreign citizens to college for training in the main educational programs of primary, secondary vocational education is carried out in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the regional budget (within the quota established by the Government of the Russian Federation), as well as under agreements with payment of tuition fees by individuals and (or) legal entities.

94. Admission of foreign citizens for training at the expense of the regional budget is carried out:

94.1. Within the quota established by the Government of the Russian Federation in accordance with Decree of the Government of the Russian Federation dated 01.01.01 No. 000 "On cooperation with foreign countries in the field of education."

94.2. In accordance with the Agreement on Granting Equal Rights of Citizens of the States Parties to the Agreement on Deepening Integration in the Economic and Humanitarian Fields dated 01.01.01 for admission to educational institutions, approved by Decree of the Government of the Russian Federation dated 01.01.01 No. 000, and other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation.

94.3. Based on the certificate of a participant in the State Program to Assist the Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, who became participants in the State Program to Assist the Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation dated 01.01.01 No. 000 .

94.4. In accordance with the Federal Law of 01.01.01 "On the state policy of the Russian Federation in relation to compatriots abroad".

95. Admission of foreign citizens specified in subparagraphs 9 of paragraph 94 of these Rules to college for education at the expense of the regional budget is carried out on a competitive basis, unless otherwise provided by the legislation of the Russian Federation.

96. Admission of foreign citizens to college for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out within the limits of the number established by the license for the right to conduct educational activities, on the terms established by the College Admission Rules.

97. Foreign citizens have the right to non-competitive admission and the preferential right to college admission in cases provided for by the legislation of the Russian Federation.

98. Acceptance of documents for the first course is carried out in the following terms:

from foreign citizens specified in subparagraphs 94.1-94.4 of paragraph 94 of these Admission Rules, within the time limits established by paragraphs 31.32 of these Admission Rules.

Acceptance of documents from foreign citizens entering for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out within the time limits established by the Admission Rules.

99. When applying for admission to the college for the main professional educational program of primary, secondary vocational education, the applicant submits the following documents:

a copy of the document proving the identity of the applicant, or the document proving the identity of a foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law of 01.01.01 "On the legal status of foreign citizens in the Russian Federation";

the original state document on education (or a duly certified photocopy), or the original document of a foreign state on education recognized as equivalent in the Russian Federation to a state document on basic general and (or) secondary (complete) general education (or its certified in in accordance with the established procedure, a photocopy), if necessary, with a certificate of equivalence, or originals of a legalized document of a foreign state on education and an annex to it (if the latter is provided for by the legislation of the state in which such a document on education was issued);

duly certified translation into Russian of a document of a foreign state on education and its annex (if the latter is provided for by the legislation of the state in which such a document on education was issued);

copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for by Article 4 of the Federal Law of 01.01.01 "On the State Policy of the Russian Federation in relation to compatriots abroad";

a copy of the visa for entry into the Russian Federation, if a foreign citizen arrived in the Russian Federation on an entry visa;

All translations into Russian must be made in the name and surname specified in the entry visa.

100. Foreign citizens entering within the limits established by the Decree of the Government of the Russian Federation of 01.01.2001. No. 000 "On cooperation with foreign countries in the field of education" quotas are also the direction of the Federal Agency for Education.

101. Entrance tests for foreign citizens specified in subparagraphs 94.1-94.4 of paragraph 94 of these Admission Rules are determined by the college in accordance with paragraphs 45 and 57 of these Admission Rules and are conducted in the form established by the college.

102. The form and list of entrance examinations for foreign citizens specified in paragraph 96 of these Admission Rules are determined by these Admission Rules.

103. If the foreign citizens specified in subparagraphs 94.1-94.4 of paragraph 94 and in paragraph 96 of these Admission Rules present the results of the USE in general subjects included by the college in the list of entrance examinations for the relevant specialty, the college takes into account the results of the USE as the results of entrance examinations for such general education subjects.

104. Foreign citizens who are eligible for admission to study at the expense of the relevant budget and are winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are accepted without entrance examinations to college in specialties corresponding to the profile of the All-Russian Olympiad for schoolchildren.

The results of the winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren are recognized by the college as the highest results of entrance tests ("100" points) in these general education subjects when admitted to specialties corresponding to the profile of the Olympiad.

Foreign citizens - winners and prize-winners of Olympiads for schoolchildren are admitted to the college in the manner approved by the Order of the Ministry of Education and Science of the Russian Federation of 01.01.2001 No. 000, as amended by Orders of the Ministry of Education and Science of the Russian Federation of 01.01.2001 No. 000 and dated 01.01.2001 No. 92.

105. The enrollment of foreign citizens specified in subparagraphs 9 of paragraph 94 of these Admission Rules to places financed from the regional budget is carried out in the manner and within the time limits established by Chapter X of these Admission Rules.

106. Enrollment of foreign citizens for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out within the time limits established by the college.

107. Enrollment of foreign citizens entering on the basis of directions from the Federal Agency for Education is carried out within the time limits determined by the Federal Agency for Education.

X II . Features of the reception of citizens for the purpose of training in integrated educational programs of secondary vocational education in the field of arts.

108. Admission to college for the purpose of studying integrated educational programs of secondary vocational education in the field of arts (hereinafter - integrated educational programs in the field of arts) is carried out on the basis of primary general education based on the results of the selection of citizens with outstanding creative abilities in the field of arts and physical qualities necessary for the development of the relevant integrated educational programs in the field of arts (hereinafter referred to as selection). The procedure for selecting citizens for admission to these educational institutions for the purpose of studying in integrated educational programs in the field of arts (hereinafter referred to as the Selection Procedure) is established by the Ministry of Culture of the Russian Federation in agreement with the Ministry of Education and Science of the Russian Federation.

September 1, 2012 is an important date in the history of the formation of the Vladimir region. It was on this day that by order of the Governor of the Vladimir Region N.V. Vinogradov. In 1918-1999, the foundation was laid for the existence of a new educational institution of secondary vocational education at the regional level - the Yuryev-Polsky Industrial and Humanitarian College, which was based on the history of two state institutions providing services in the field of education: a pedagogical college and a vocational school. One of them is on the way to the centenary, the other is much younger, but each of them rightfully occupies a worthy rating place in the list of educational institutions of the region.
On October 24, 1929, by the decision of the Presidium of the Regional Executive Committee of the Ivanovo Industrial Region, the Yuryev-Polsky Pedagogical School was opened by transferring the technical school from the city of Aleksandrov, which is currently the oldest institution in the region that trains professional teaching staff.




For more than a dozen years, those wishing to study at a pedagogical college (as it was called earlier) underwent a rigorous selection in the process of passing entrance exams. Knowledge of the Russian language and mathematics, as now, was decisive for admission to the list of students. Exams were held in several “streams” and only the most worthy ones started training. The first groups of future teachers were large, sometimes there were 40 people in the class.


During the period from 1929 to 2012, the student body increased from 115 people by more than 5 times. The number of teachers also increased significantly (in 1929 there were only 10).
For more than 80 years of existence, the educational institution has trained tens of thousands of highly professional specialists for public education. There is no place in the vast territory of Russia where our graduates would not find themselves, but most of them work in the Vladimir region. Many of them have received government awards and honorary titles. The college is proud of its graduates: Heroes of the Soviet Union P.A. Rachkov, G.I. Pulov, A.V. Zinoviev, Hero of Socialist Labor, M.V. Spiridonov, Doctor of Historical Sciences, I.A. and many other famous people. In 1979, by decree of the Presidium of the Supreme Soviet of the RSFSR, the school was awarded a certificate of honor. In 1993, the school received the status of a college. The educational institution has become a multifunctional, multidisciplinary center for training young competitive specialists of an advanced level. Rich material about glorious traditions, interesting people and pages of history is carefully stored in the college museum. The College History Museum contains interesting materials about these wonderful people.
Currently, the college provides training in the following specialties: "Fine Arts and Drawing", "Teaching in Primary School", "Physical Education", "Preschool Education". C 2013 will introduce new specialties in the field of liberal education.
Much has changed over the years in the country, in education, in our worldview. The high professionalism of the teaching staff, their inextinguishable creative potential, the desire to live and work for the benefit of the development of their native college remain unchanged over time.
Obtaining professions in the industrial direction from the current academic year will be carried out by the department of primary vocational education - the former vocational school.

SPTU No. 38 was founded in September 1985 as a branch of vocational school No. 32 in Bavleny. On January 1, 1986, the branch became an independent school in accordance with the order of the RSFSR State Committee for Vocational Education dated October 25, 1985 No.
Great assistance in the formation of the school, the creation of its material base was provided by vocational school No. 32 of the village of Bavleny, the financial college of the city of Yuryev-Polsky, the department of agriculture of the district. In the first years of its existence, the school trained tractor drivers of a wide profile, masons, assemblers to work with steel and reinforced concrete structures.
In 1998, PU No. 38 was merged with PU No. 46 (the former factory apprenticeship school, founded in the fall of 1926 at the Avangard factory to prepare qualified personnel - weavers and finishers - for work in Soviet production. The history of the FZU is inextricably linked with the history factory, its growth and development.In the thirties, up to 380 people studied here annually.The technical literacy of young students was combined with their general education.Many graduates later became foremen and heads of sections in production.From November 1973, on the basis of the FZU, training of specialists in demanded professions begins : a winder, a cane-maker, a master's assistant, etc. From citizens with disabilities, seamstresses were trained.In total, over the half-century period of the existence of the school, about 8 thousand young men and women received a ticket to working life.
Over the years, the school provided highly qualified training in the following professions: "tractor driver of agricultural production", "mechanic for the repair of agricultural machinery and equipment", "electrician for the repair and maintenance of electrical equipment", "driver of a car of categories" BC "," master general construction works”, “mason”, “hand welding electric welder”, “cook”, “confectioner” and others.
The professional competence, initiative and great diligence of the team of teachers and masters, many of whom have been working at the school since its foundation, are the leading components of the success of educational work with modern youth and adolescents.
