Kazan College of Information Technologies and Communications is one of the largest secondary vocational schools in the Republic of Tatarstan

It was organized on August 31, 1932 by the Decree of the Council of People's Commissars of the USSR dated August 31, 1932 No. 1332 "On the strengthening and training of personnel of communications bodies" on the basis of a communications training and production plant. Since then, more than 35 thousand people have been educated within the walls of the technical school, which can be found in all corners of the country. About 80% of mid-level specialists working at Kazan communications enterprises are graduates of the technical school.

For the first admission of students to the technical school on March 1, 1932, courses were opened on the basis of the existing training and production plant for communications, and on October 1 of the same year, the Kazan electrical technical school of communications was opened on the basis of these courses.

217 students in five study groups enrolled in three specialties began to take classes in daytime and evening forms of education:

  • broadcasting devices,
  • city ​​telephone exchanges,
  • telegraphy.

In the building of the Department of Communications of the Tatar ASSR, the technical school was allocated several rooms. Here students studied and lived, and some teachers also lived there. B.G. was appointed the first director of the Kazan Technical School of Communications. Sabitov, and the teaching staff was 18 people.

At the first stage, six republics of the RSFSR were identified as the zone for accepting students and distributing its graduates:

  • Tatar ASSR,
  • Bashkir ASSR,
  • Mari ASSR,
  • Mordovian ASSR,
  • Udmurt ASSR,
  • Chuvash ASSR.

Thanks to the persistent and purposeful work of the teaching staff, by the time of the first graduation, which took place on July 1, 1935, two training and production workshops, six laboratories, four classrooms were created in the technical school, a library, a red corner and other rooms were equipped. The living conditions of students have also improved - on the street. Podluzhnaya and on the street. Pravobulachnaya was inhabited by hostels for a hundred people.

In August 1940, in pursuance of the Order of the People's Commissar of Communications of the USSR Union No. 604 dated August 23, 1940, the technical school was renamed the Kazan Electrotechnical College of Communications.

During the Great Patriotic War, KETS continued to train communications specialists so necessary for the country - radio operators, telephone operators, telegraph operators. Many graduates of the technical school went to the front and fought in the ranks of the army communications units. Teachers of the technical school Kolotov V.V., Shaymullin T.Sh., Lebedev M.P., Bashirov N.F., Feldman L.S., Klochkov I.A., Razumov M.F., Vyatkin M.F. also fought on the battlefields and contributed to the defeat of the invaders. Many of the participants did not return from the battlefields. The teachers and students of the technical school who remained in the rear provided all possible assistance to the front, bringing the long-awaited day of Victory over the enemy closer with their hard work. Upon mobilization, they worked at defense plants, collected scrap metal and precious metals, looked after the wounded in hospitals, worked in subsidiary farms, unloading firewood, coal, and other hard work.

In the postwar years, the rapid development of communications, radio broadcasting and television, the improvement and sophistication of the equipment used in these areas required an increase in the number of technical specialists and an increase in the quality of their training. In this regard, the admission of applicants for existing specialties was increased in the technical school of communications and new cycles were introduced in the specialties: "District electrical communications and radio", "Television equipment and radio relay communications".

Starting from the 50s, the admission of students and the distribution of graduates of KETS was carried out throughout the territory of the Soviet Union. In 1955, the correspondence form of education was introduced at the technical school.

The teaching staff of the technical school of communications made a great contribution to the advanced training of engineering and technical workers of communications enterprises in our country. Since 1950, for ten years, KETS has been running interregional courses for the retraining of heads of communications offices and their deputies, which taught students from the autonomous republics of the Volga region, as well as from Kemerovo, Novosibirsk, Omsk, Tomsk, Sverdlovsk, Kirov, Perm and other regions of the USSR . In 1964, the All-Union Courses for Advanced Training of Engineering and Technical Workers and the Republican Courses for Heads of Communications Departments and Economists were opened in the College of Communications, which annually graduated from 200-250 people.

To date, the technical school is provided with relevant teaching staff who have the necessary qualifications and experience. In total, more than 100 people are teaching at the technical school. Of these, 37 people have the highest category, 36 people. have various honorary titles, two people have Candidate of Science degrees, three people are applicants for the degree of Candidate of Science. The technical school trains young replenishment of teachers, sending the best graduates to higher educational institutions.

The extracurricular work of the teaching staff of the technical school is aimed at training highly qualified specialists, consolidating professional skills and abilities in students, and cultivating high moral and civic qualities in them.

Today, the Kazan Electrotechnical School of Communications is one of the leading educational institutions of communications in the Volga region, which has a modern educational and material base and has a high scientific and production potential. Currently, more than 2,000 people study at the technical school, of which over 1,300 people are in the day department.

Technical school graduates are high-class specialists who are practically in no way inferior to their colleagues with university diplomas - it's no secret that the applied nature of the KETS educational process provides a high-quality and fundamental education in the field of communications. And this is recognized by all signalmen working in our industry. The education received within the walls of the technical school ensures high professionalism, discipline, responsible attitude to the task assigned and other valuable business qualities.

Our technical school has a developed infrastructure: students have at their disposal educational and laboratory buildings with a total area of ​​more than 10 thousand square meters. m., where there are 38 laboratories, 24 classrooms, 6 workshops and 10 computer classes. All this makes it possible to carry out theoretical and practical training of future signalmen qualitatively and at the modern level of requirements.

Thanks to the financial support of the Ministry of Informatization and Communications and the Government of the Republic of Tatarstan, as well as basic enterprises, the technical school is now equipped with modern laboratory, computer, repair and other equipment.

All conditions for the comprehensive development and additional training of students have been created in the College of Communications. In modernly equipped gyms, students can improve their physical fitness. There are main, tennis and gym facilities. There are various sports sections. The library with a book fund of more than 140 thousand volumes and a reading room for 100 seats provide the educational process with the necessary technical, scientific and fiction literature.

One of the forms of practical training for young people is participation in design and experimental work in technical circles in each area of ​​training, where students can find a job of interest.

Amateur art circles also continue to work in the technical school. During their studies at the technical school, students can receive additional specialties in their profession, which expands their opportunities to be employed after graduating from KETS.

Decree of the Government of the Russian Federation of December 30, 2004 No. No. 1732-R GOU SPO "KETS" is administered by the Federal Communications Agency of the Ministry of Information Technologies and Communications of the Russian Federation.

In accordance with the Decree of the Cabinet of Ministers of the Republic of Tatarstan dated January 27, 2012 No. 51, the Institution was accepted into the ownership of the Republic of Tatarstan, and it was also determined that the Ministry of Informatization and Communications of the Republic of Tatarstan exercises the functions and powers of the founder of the Institution.

The anniversary of the Kazan College of Information Technologies and Communications is a significant event for the republic, because it was in this institution that the industry was created, which today is recognized as one of the most advanced in the Republic of Tatarstan. Today, the technical school has become a federal platform that solves a set of tasks in the field of training highly qualified mid-level specialists.

ONE OF SEVEN FOR THE WHOLE RUSSIA AND THE ONLY IN THE SPHERE OF INFORMATION TECHNOLOGIES AND COMMUNICATIONS

The history of telephonization of our republic began 135 years ago. In 1882, an announcement appeared in the Kazan newspapers Volzhsko-Kamskoye Slovo and Kazanskiye Gubernskiye Vedomosti that an office with telephones had been opened on Voskresenskaya Street in the Martinson house in Kazan to listen to theatrical performances given on the stage of the city theater (source - official portal of the Kazan City Hall). And 50 years later, in 1932, a communications technical school was opened here, which subsequently produced a whole galaxy of excellent specialists. And 85 years after its creation, the technical school will significantly expand its competencies and become the only Interregional Center in Russia for training SPO specialists of the highest professional level in the field of IT technologies and communications.

The anniversary celebrations were held as part of the three-day All-Russian scientific and practical conference "Training of ICT personnel for the digital economy of Russia", which started on December 11 in Innopolis. And already on December 13, leading specialists, representatives of the Ministry of Education and Science of the Russian Federation and the Republic of Tatarstan, heads of institutions of secondary vocational education from 20 regions of the Russian Federation, leading universities and companies - potential employers gathered at the Kazan College of Information Technologies and Communications.

The theme of the conference - "Implementation of modern educational programs in the field of ICT to ensure the training of personnel in the TOP-50" - sounded relevant, since in Tatarstan and in Russia in general, it is the development of information technologies that is of particular importance. The training of professional personnel in the IT industry who are in demand on the labor market is the main task of heads of educational institutions. The leading place in this issue is occupied by the Republic of Tatarstan, where information technology has been raised to the level of state policy, which was once again demonstrated in Innopolis on December 11, where the country's first industry championship according to WorldSkills standards in the field of DigitalSkills information technology took place. Another confirmation of the purposeful development of the IT industry in the region is the close attention to the professional training of future industry specialists.

In 2015, the Republic of Tatarstan won the competitive selection for co-financing the state program to create an Interregional Competence Center in the field of information and communication technologies on the basis of the Kazan College of Information Technologies and Communications.

“There is no such level of institutions as the Kazan Technical School of Information Technologies, even in Moscow, it is the only one in the country,” the conference moderator, head of the Center for the Development of Vocational Education of the Moscow Polytechnic University, told our publication. Alexey Ovchinnikov. “The policy of the republic to create in Tatarstan an advanced Russian cluster in the field of information technology justifies itself, and this technical school, along with Innopolis, I am sure, will become a driver for the development of the industry both in Tatarstan and in Russia as a whole.”

According to the competitive application, new structural subdivisions, the Training Center and the Training Ground were created on the basis of the technical school.

The training center has become a platform for approbation and implementation of new federal state educational standards for secondary vocational education in the specialties/professions of the TOP-50. A training ground has appeared where the WorldSkills Russia national team trains in six competencies.

“The fact is that the IT industry is developing so rapidly that the Federal Educational Education Standards (FSES) for IT specialties do not meet modern requirements,” shared the director of the Kazan Technical School of Information Technologies and Communications Yuri Bagrov. “We have created a Training Center at the ICC, which, in close cooperation with a group of developers, leading specialists from industry educational institutions, and WorldSkills experts, has developed new GEFs for the TOP-50 and curricula for training high-level IT specialists.”

It is worth noting that the ICC has become a federal platform capable of solving the entire range of tasks for training mid-level IT specialists at once, as well as a center for advanced training of the teaching and management staff of the SPE RF.

LEVEL OF STUDENTS - HIGH SCORE IN RESOURCES AND VICTORIES AT CHAMPIONSHIPS

Kazan College of Communications has always been a rating educational institution and has always been popular among young people. And the point is not only in the demand for the profession on the labor market at all times since telephony and then the Internet appeared, but also in the special atmosphere of the student fraternity, the professionalism of teachers and the high quality of education that has reigned here for all 85 years. And from the moment the technical school was transformed and updated its material and technical base, equipped with the latest modern equipment, there was a real stir among applicants who want to get an education here. As Yury Bagrov noted, during the last admission campaign, the competition for state-funded places reached 5 people per place, and the average score of the certificate increased to 4.5.

It should also be noted that recently there has been a tendency to transfer students from other educational organizations to the technical school.

The level of students is demonstrated not only by their scores in school certificates and record books, but also by victories in world competitions: an example of just this year is the results at the WorldSkills International 2017 championship, which was held in Abu Dhabi, where three gold and one silver medals were won by the contestants prepared on the basis of the technical school.

The technical school closely cooperates with all large enterprises of the IT sphere. They participate in the educational process and help in the training of mid-level specialists to solve the production problems of the IT industry.

It is also worth noting the following fact: after graduating from a technical school, 59% of graduates are immediately employed in their specialty, 67% continue their studies at universities. And not a single one - at the labor exchange. This is the merit of the entire teaching staff of the technical school, which, by the way, is also constantly in the process of training, advanced training not only in the Russian Federation, but also abroad - Finland, China, Japan, South Korea.
